Upon motion the president was empowered to appoint a Committee of three of the New York members of the Council to raise funds for The Maccabæan. It was moved that the Actions Comité be requested to grant a subvention to The Maccabæan. The motion was lost
Upon motion the date of the Fifth Annual Convention was fixed for June 22nd and 23rd. A motion to invite foreign Zionists to visit the Convention was tabled. It was resolved that one session of the Convention be devoted to the Jewish Colonial Trust, and that to that session of the Convention, only shareholders of the Trust be admitted. Upon motion the Zionist Council of Greater Boston, with the Honorary Secretary ex. officio, were appointed a Convention Committee with power to add to their number.
The Federation's Charter
As anticipated in our last issue, Governor Odell, on March 9th, signed the bill incorporating the Federation of American Zionists. We have already given the salient features of the bill, but in view of the numerous inquiries received by us on the subject, a few words of explanation are necessary.
The bill gives the Federation the power legally to do the work for which it was organized, and as more particularly set forth in the Constitution of the Federation. In this is included the right to buy and sell shares of the Jewish Colonial Trust for cash or on installments. It is given the right to delegate this power to its constituent societies, provided they will obtain charters from the Federation legally authorizing them to do the work which the Federation will outline for them. Societies obtaining such charters must at alltimes comply with requests made upon them by the Federation, and must hold themselves in readiness to submit their books for inspection by the officers of the Federation. In other words, they become a part of the larger corporation known as the Federation of American Zionists.
Societies desiring to obtain such charters should apply to the Secretary of the Federation, Mr. I. D. Morrison, 320 Broadway, New York City, and state in their application the exact number of paying membership, the amount of annual dues of the members, the special kind of work the society is doing, etc. If the application is approved of by the officers of the Federation, a charter will be granted and a nominal charge will be made therefor.

BANGOR, ME.—There are about seventy-five Jewish families in this city. The Zionist society numbers sixty-five good-standing members. It has purchased 14 shares, and holds 15 shares for various individuals. The president, A. A. Greenberg, has distributed 20 stamp share books, which he had secured from Mr. Bloomberg of Boston.
SIOUX CITY, IOWA. — The Young Zionists held a social meeting March 23rd, which was largely attended and very enjoyable. The program was especially fine. Louis Barin, the president of the society, gave the address of welcome. Rabbi Simon spoke on “Zionism and the Purim Festival,” which was very instructive. Miss Horwitz played an ancient melody on the violin, which was very enthusiastically applauded. B. W. Prusiner, the secretary of the society and the organizer, gave an address on “The Zionist Platform.”
CINCINNATI, OHIO. — The local Zion Societies are at present very active. A fine orator, L. H. Miller, is giving a course of lectures. His speaking is very impressive and attracts large audiences.
NEW YORK.—The Shoshanos Zion Society has elected the following officers : President, I. M. Rosenthal ; Vice-President, B. Gordon; Secretary, M. S. Kwass ; Lecturer, Dr. Jeshurun.
A society has been organized which will be a fraternal and mutual benefit association. Its name is rather unwieldy: The Dr. Theodor Herzl Tent of the Knights of Maccabees. Zionist propaganda will be made by means of quarterly mass•meetings.
