which the report was taken up seriatim, the Executive Committee approved the following plan, in substance the report of the Temporary Palestine Committee:
REPORT OF TEMPORARY PALESTINE COMMITTEE.
We recommend the immediate formation of a Palestine Fund for the support of the Palestine Commission. The income of the fund is to be derived from (a) annual contributions, (b) donations.
An annual contributor shall pay (from twenty-five cents to twenty-five dollars per annum) his contribution to the Palestine Committee or its authorized agents. Contributors paying not less than five dollars per annum will also receive the Altneuland Magaine, if satisfactory arrangements for the publishing of the same in English can be made with the Maccabaean Publishing Company.
Annual contributions as well as donations, are to be solicited (1) by Zionist societies, (2) by individual Zionists, (3) by the Palestine Committee through the mails and the Jewish press.
All moneys thus contributed or donated for the Palestine fund shall be turned over, less actual expenses inncurred by the Palestine Committee, to the Palestine Commission, to be used by the latter for all or any of its purposes in accordance with the request of the Palestine Committee, approved by the Executive Committee of the Federation of American Zionists. The same is to be applied to all Palestine Fund donations not specified by the donors for any special institution or enterprise in Palestine.
For the carrying out of the above plan the Executive Committee is hereby requested to authorize the Palestine Committee to expend from twenty to twenty-five dollars per month for clerical help, and advance to the Palestine Committee the sum of fifty dollars for preliminary clerical help and other expenditures, as stationery, postage, etc. All these sums to be afterwards refunded ot the Federation from the Palestine Fund receipts.
NATIONAL FUND DONATIONS.
Special donations will be solicited and accepted for the more important institutions and enterprises in Palestine.

Mr. Rosovsky for the Poale Zion group, requested that the Poale Zionists be given representation on the Palestine Committee to assist in its work. The request was referred to the Palestine Committee.
The appointment by the president of Mr. Abel as chairman of the Shekel collection was ratified and approved by the Executive Committee.
The Propaganda Committee has under consideration a tour of the United States by some prominent European Zionist in the interests of Palestine. Herr Ussichkin's name is being seriously considered.
