pected that this will be hailed with universal joy in the Ottoman dominions, or with unanimous friendship in the Turkish Parliament. But it is gratifying to note that our institutions in Palestine continue to develop and to exercise their beneficent influence throughout the land and I am confident that in proportion as this proceeds so will public opinion and Government support be won over for our aims. To achieve this end the united co-operation of all Zionists throughout the world must be zealously and generously offered and I look to you—the Zionists of the United States—to perform your dutiful share in the great work.

I seize the occasion of your forthcoming Convention to offer you my cordial greetings and to wish you every success in your deliberations.
One of the most notable events in the history of American Zionism during the past twelve months was the creation of a National Fund Bureau in New York. Any doubts that may have originally been entertained about the wisdom of this step must have long been dispelled, as the contributions for the National Fund received from the United States since the establishment of the Bureau far exceed those of the previous year. The value of this independent organization has thus fully been proved, but we cannot yet say that the need of support received from your country is at all commensurate with its teeming Jewish population. I trust that I may be permitted to refer to Russia where our brethren, although harassed by all manner of exceptional laws, display their self-sacrifice for our cause unabatedly. Denied the possibility of collecting so many separate small contributions as in the past, they have succeeded in raising individual large amounts which almost counteract the effects of the oppressive administrative measures. In the country
known as the "land of the almighty dollar," where there are no such restrictive measures, where the economic status of the Jew is higher than in Russia, and where his Jewish idealism finds expression in many and varied forms, it should easily be possible to devote a higher proportion of the annual wealth produced by Jews to the realization of the highest cause of the Jewish people.
I cannot emphasize too strongly that the Jewish National Fund is not and should not be regarded as an institution distinct from the Zionist Organization. On the contrary, it is part and parcel of this Organization, and without it Zionism would be comparatively helpless in face of the numerous tasks it has to discharge in Palestine. It has already rendered considerable service in the promotion of agriculture, of rural and urban settlements, and public institutions in the Holy Land, and its aid in this direction will be invoked in increasing measure in the near future.
To mention two of the latest and most interesting achievements—it has co-operated in the creation of the new Jaffa suburb, the handsome district known as "Tel-Abib," and likewise in the establishment of the company which is to solve a serious economic problem by the founding of an agricultural settlement upon co-operative principles. The work that we have already done, however, is but a small beginning, and when we reflect upon the magnitude of the national task we have set ourselves, we must admit that the resources at our disposal are altogether inadequate. It should, therefore, be the moral duty of our fellow-Zionists in America, with their boundless opportunities, to assume a leading part in the solution of our problems. I think it quite within the range of possibility that American Zionists could contribute 100,000 dunam of land every year.
I therefore earnestly trust that your Convention will devote its special attention to the Jewish National Fund, and wish you every success both in your deliberations upon this matter as well as in all your proceedings generally.
