Statement of the New Action Committee
The Tenth Zionists Congress is over, and all who have taken part in it are still impressed by the imposing grandeur imparted to it by the number of delegates and visitors, the festive character of its gatherings, and the unanimity with which its will found expression. The profound earnestness of the proceedings and the strictly practical nature of the resolutions which were drafted by various commissions after careful deliberation invest the 10th Congress with unusual importance and constitute the promising beginning of a new period of work.
By the decision of the Congress the Administration of the Zionist movement is to be transferred to Berlin and the undersigned Inner Actions Committee has been entrusted with the conduct of the party affairs.
Animated by the wish and guided by the policy of gathering together all the living forces that are active and can be active in our movement, to draw over anew from the world of ideas whence Zionism arose the spirit that vitalises the deed we shall proceed to extend the activity of our Organization stil further and to devote ourselves to the svstematic development of our anstitutions.
We shall make every endeavor to pay thie consideration to the political conditions from time to time, and we shall devote ourselves at present particularly to the further development of our work of information and enlightenment in Turkey. Relying upon the progressive development of the Ottoman Empire and conscious that our endeavors accord with its well-understood interests we cherish the firm conviction that our efforts will lead to the most favorable results.
Our activity in Palestine, which we regard as the basis of all Zionist work must be continued systematically. We shall be able to apply to increasing advantage the experiences gained in the experimental work of many years.
Of equal importance to the political and colonizing work for us is the fostering of our national culture. In addition to the furtherance of Jewish intellectual aspiration in all countries, which shall lead our
people to living Judaism and thereby to Zionism, we have also a special field of activity in the Orient, whose Jewish inhabitants we must enlighten and to whose educational conditions we must devote our attention.
Our national language must undergo ever increasing development and become more and more the general language of the nation. The recent Congress has rendered a splendid service in this direction. At a meeting of the Congress which was conducted exclusively in the Hebrew the magic of our ancient resurrected national tongue seized upon all our hearts with an irresistible spell. That which was previously merely an ardent longing is now beginning to become a fact.
Thus, while safeguarding the immutable and established principles of Zionism, we shall strive to further activity in Palestine and to advance our national culture in every possible direction. It is also our duty to preserve and to develop systematically the existing institutions of a financial character, our banks, our National Fund, our Land Companies, and all institutions created and maintained by Zionism.
By consolidating and extending the general Zionist party which is growing in strength and numbers we shall place our work upon secure and enduring foundations. The Zionists of the younger generation, who appeared at the recent Congress in unusually large numbers, afford us a new guarantee for the triumphant advance of our ideal.
In accordance with our new constitution we shall develop our Organization, extend our propaganda further afield and seek to establish that close relation between the party executive and the various Federations which is so urgently necessary.
We undertake the work for the fulfilment of our manifold and laborious tasks with the ardent wish that we may succeed, hy gathering together all forces, in always maintaining harmonious co-operation within the movement. Only by working together as brothers will the power of the Zionist idea disclose ‘itself in potent and visible results. And thus we confidently expect that all groups and tendencies within Ztonism, nay, that every Zionist will devote his active co-operation to our work.
