A PLAN FOR SETTLING IN PALESTINE
The Hoachozo Idea and the Details of its Organization
INTEREST in the revival of Palestine grows in every section of Jewry, and information regarding the life of the Jews already there, and plans for individual and group settlement, is more and more desirable.
It is the intention here to give a brief description of a plan of settlement devised by an American Jew, which has progressed so far that its originator is now settled in Palestine in the colony purchased and improved by the company he organized.
The Hoachoozo plan of colonization was originated in St. Louis and perfected by Mr. Simon Goldman, the founder of the colony of Poriah, who was aided by the Palestine Bureau in Jaffa, of which Dr. Arthır Rıımoin is the head.
The plan aims to provide a method of organization to enable Jews in moderate circumstances to unite for acquiring land for future settlement in Palestine.
For the purposes of the Hoachoozo, one in moderate circumstances is a man who is able to lay aside at least $140.00 per annum for ten years, and to provide himself with at least one thousand dollars during that period in addition.
It is possible to become a self-supporting, independent settler in Palestine by becoming a member of an Hoachoozo company and subscribing for at least seven of its shares, that sell at $200.00 each, payable in seven years. With the payment of these shares after a lapse of ten years, the Hoachooza member will be the owner of a cultivated estate of sixty-four dunams of land, covered with orchards of olive and almond trees, which will earn an annual income of two thousand francs without further labor on his part. Actually, he will own seventy dunams of land, but six dunams will be set aside for the erection of a home, a barn, and for truck-gardening to be engaged in by the settler. The purchase of seven shares, fully paid up, will provide the settler with the cultivated land, and the thousand dollars mentioned above will be required to erect a home for about six hundred dollars, and for providing himself with livestock, implements, furniture, etc.
The land purchased from the company, pending the ten years’ payments, is to be administered on a co-operative basis by a resident manager, provided by the Palestine Bureau, and the settler will be able, if he has the ability, to obtain such employment in the cölony for which he is fitted as will materially increase his income, over and ahove the nraft an his sectinn nf land.
A group of about fifty men investing not less than $50,000 is required to form an Hoachoozo company. The shares are $200 each, payable in instalments of $20.00 per annım. A substantial majority of the shareholders must be investors to the extent of seven shares and prospective settlers, in order that when the land is ready for occupancy, a sufhicient number of settlers will migrate to form the colony. A seven-share holding will cost $1,400, or $140.00 per annum for ten years. A charge of one dollar per share should be levied as an entrance fee to cover the expense ot orsanization. "
The group, after formation, should elect a reliable man as treasurer, and such officers as may be required. Regular meetings should be held every two weeks for the payment of instalments, which, as it may be arranged, may be paid weekly, bi-weekly, monthly, quarterly or annually in advance.
. The rule should be adopted that when the treasurer has five hundred dollars in his possession, it must be remitted to the Anglo-Palestine company, in Jaffa, in the name of the company. All banking should be transacted with the Anglo-Palestine company,
Provision should be made that no drafts can be drawn upon the Anglo-Palestine company without the signatures of a majority of the directors, including the names of the president and the secretary.-
The funds of the company should remain untouched until there is a sufhicient balance to purchase land for the colony.
